Report to show accounts with no complete activity in last 25 days

In my organization we have a rule that if there is no completed activity on an account in the last 30 days, the sales person loses ownership of the account. I want to create a report that helps the sales people know which accounts they are in danger of losing.

 

The report should show all accounts that have not had a completed activity in the last 25 days. I tried using the filter "Last Activity not equal to LAST 25 DAYS", but this is excluding accounts that have open activities as well. 

 

Any ideas for the combination of filters I should be using? Below are screenshots to help explain what I mean. The first screenshot shows the report without any filters. As you can see, there are quite a few accounts that have a "last activity" that is still open. However, once I add the filter, it is excluding those accounts
