We have an approval process sitting on Opportunities. In the first step, it goes to a user that is listed on the Opportunity as the Client Strategist. After they approve it, it then moves up to someone in another department. However, we keep running into issues where the Client Strategist is able to approve for all levels.

1) Is it expected behavior that one person can approve if it's not actually assigned to them?

2) Are there any settings we can change to prevent this?

Thanks for any input! I've attached a screenshot below to show what is happening. And I should note that Anna Payne is NOT a designated approver for Elisabeth Chapman Meyer. I would not want Anna to be able to approve at this step.

In multi-step approval process, why can one person approve all levels?

Could you check if Anna has a "Modify All" permission on her profile or on the object?

Here is from a documentation regarding approvals:

Why are my users able to approve their own records?

    Knowledge Article Number: 000123533

    Description

If a user has the Modify All Data on a particular object (Accounts, Leads, Contacts, etc) on their profile, they will be able to approve their own records even when they aren't listed as the assigned approver. This permission needs to be removed if you don't want your users to have the ability to do this.
