Can you send out a mail merge document with an email alert natively or with an app?

Use case: A tech creates a custom object record, a WFR/process fires off an email alert to the customer with a mail merged PDF attached (i.e. there'd be a word.doc template with merge fields, which will then be converted to a PDF to be attached to the email).

I don't think it's possible to do it natively but can Conga or any similar app?
