Much like the sales team, the design team's work is driven by stages with specific tasks to be done in each stage and each "website setup" has an owner.
Each sales opportunity that is closed/won corresponds to one "website setup" that needs to be done by the design team. It should be noted that one account can have multiple opportunities in their lifetime (upgrades, website refreshes, etc.) each of which would require the design team to re-engage.
Option 1: Have the design team manage everything at the opportunity level, just adding custom fields as needed.
Option 2: Create a new custom object called "Website Design" to handle the specific Design Team workflow.
If option 2 is best, would it be better to set up a lookup relationship or master-detail relationship?
Happy to provide more detail and thanks in advance for the replies.

Sorry if it wasn't clear. Everything post-sale gets passed over to our design team. They have many of the same needs as our sales team which include custom fields, pipeline views, and stage tracking. My main question is just whether that should be done at the opportunity level or whether that team needs its own custom object. I think my question title wasn't well-worded.
