My company is new to Salesforce and I am trying to Mass email a certain type of client. When I go to the customer page there should be a link under tools that says Mass Email Contacts. This link does not appear on my contact screen. Do I need to turn this function on?

you need "Mass Email" permission enabled for your profile.
Goto your User Record | Click on your Profile | Click on System Permissions and make sure you have following permission.Mass Email
