Testing Salesforce Surveys using a sandbox community

We are looking for a temporary survey option to use with Salesforce so I am trying to test Salesforce Surveys. I have a sandbox set up with surveys activated, and have created a help centre community. However, if I share the survey link the recipient is asked to log into Salesforce. The help documents tell me that I need to make the community public, like this:

But my settings page looks like this:

I don't have a Public Access option. Is it because this is a Sandbox community? Am I using the wrong sort of template?

Can anyone point me in the right direction please? I need to thoroughly test this in a sandbox before I try it in Live.

What sort of community are you using?

And this is also because you are in sandbox.

Have you also set up My Domain?
