One of my users cannot see the "More" nor the "Pencil" icon in the upper right-hand corner. I can see both as an Administrator and my user profile.
So I don't understand why one on my other users cannot see either of the "More" or "Pencil" icon. Any clues?

Has the user the same profile of your test user?
Admins define which default items are available in an app’s navigation bar, but you can change certain parts of the user interface on your own. You can add items to the navigation bar, and rename or remove the items you add. You can’t rename or remove default items that your admin specified for the app, including any custom or standard objects.
Do the user see same items in the navigation bar as testing user see?
