How can I create a report that will give me the % of cancelled account per quarter out of the total number of billable accounts?

I would like to create a report that will give me the % of accounts canceled in a given quarter out of all billable accounts. Ideally we would then like to create a dashboard component that will show the % of canceled accounts in that particular quarter and how close we are to the 10% mark...

You would create the field as explained above, summarize it, and then add a custom summary formula with PARENTGROUPVAL to get something like this
