Do I need a new security token to use Data Loader with sandbox?

I created a development sandbox. Tried to use the Data Loader with the security token I was provided for the production database--but it gives me a error.

I use the special logon extension instructions for accessing the sandbox.

I'm having this same issue . . . I have my proxy server entered, I reset my security token and changed the URL to https://test.salesforce.com. I still am unable to login. Any other thoughts?
