We are going to downsize the number of users we have with our upcoming renewal. FOr the users that we will be deleting ,do we need to transfer their records in order to see the records they entered? Is there a quick way to assign a new person to each activity and record--or do i have to do it one by one?

You'll have to get in touch with your Account Rep if you wanted to add more users because they would have to update your contract. You can also look in the Checkout area. The app dropdown (top right corner of Salesforce) and Checkout should appear at the bottom of that list.
