We have a couple of users who were using Salesforce for Outlook.They weren't satisfied with the performance so they asked for it to be removed. From "Outlook Sync" in Outlook Configuration, I deactivated the app, removed them as users, and changed the Sync settings to "Don't Sync." One of the users emailed me to tell me her Outlook calendar events are still on her Salesforce calendar.
My hunch is that Salesforce/Outlook won't sync going forward, but calendar events that were already synced won't be deleted. Is that true? Do we need to remove those manually?
If not, what else can I try?

Your hunch is correct. The Salesforce records were created as a result of the sync, but they are just Salesforce records now so you'll need to manually delete the ones you don't want.
