We have different ways of viewing contacts depending on the job at hand, the two most common are contacting a donor, and contacting a volunteer.

The same people manage both donations and volunteers.

I can easily create different layouts for these jobs, but switching between them isn't obvious for the users - and it is also tedious.

I don't think I can use record types for this because sometimes a contact may be both a volunteer and a donor, so its the same record, but just viewing it differently depending on the task at hand.

Ideally a user would be able to click on either the Volunteers tab or the Contacts tab depending on what job they want to do and have the right layout show up - but I don't think i can achieve this without delving into Visual force pages, which I'd prefer to avoid if I can stick with layouts.

Any suggestions on how to handle this?

Yeah I cannot think of an easy way to achieve what you want without a serious coding effort. I think you should revisit the Record Types though because you could easily create three record types associated to three pagelayouts, one for your Volunteers, one for your Donors and one for both Donors and Volunteers. This way you can easily switch between the record types.
