Anyone know why the Create Action Plan button doesn't show up

Anyone know why the Create Action Plan button doesn't show up in the Unmanaged 'newer' version of Action Plans?

    Do you mean the single object Create Action Plan button or the List View? The list view button just needs to be added to the List View layout.. The single object appears to be missing from this version of the package (at least for Accounts, am investigating why).
