2) Scanned the organzaiton
3) Completed the mapping exercise to Convert your data.
4 ) Enabled on State and Country Picklists
Problem - Country is enabled, but state value is grayed out unable to update.
Had to roll back and disable Picklists. Back at square one.

Michael, that is correct. Following step 4 to enable the State and Country picklists and only the Country code was accessible. This was for United States, but the state field would not display.
After the conversion, I would have expeced that this feature would have been a tightly integrated dependent picklist and once the conversion was complete I would be home free.
