Initially 5000 licenses but I am sure Salesforce can increase it as many as you need just like any other licese.
Dont know what happen if you cross initial limit of 5000 Users. I beleive salesforce will grant you more free chatter licenses because more users mean more storage use. More storage use means more revenue dollars for SFDC ...
