Hello Peter,
Yes, by default the Accounts are required on the page layout. If you are the administrator you will be able to edit the Contact page layout and uncheck the "required" on the Account field.
So follow these instructions:
User Name>Setup>Customize>Contacts>Page Layouts
Click edit next to the contact page layout. You will notice that the Account field has a red asterisk indicating it is required. Double click on the Account field and uncheck the required option. Save the page layout.
Now your users will be able to create contacts not associated with Accounts.
