+1 to @Rachel Ciprotti However, if you want to get around the 24-hour lockout, just temporarily deactivate that option, reset the user's password, and then reactivate "Require a minimum 1 day password lifetime" again afterwards. It's what I do when I run into this issue and need to expedite the user's Salesforce access without waiting for 24 hours. Works every time!
