I'm sorry did having the Lightening Console User checked, does that mean the Lightening Experience is enabled?

@Suzan Briggs, the Lightning Console User permission is unnecessary for access to Lightning Experience. The only permission your users need to access the new experience is "Lightning Experience User"! One extra step is for you to actually turn on Lightning in the Lightning Experience Transition Assistant.
