How can I find a list of all mailable people who have NOT received an email yet?

You have to do a little reverse engineering on this one. First, create a dynamic list with the rule "Prospect has been emailed" and set it for however long you've had your Pardot account. Ours is set for 260 weeks (5 years). Then set up a second dynamic list of prospects that aren't on the first list.
