Did he just say during Data loading process, you can turn off workflow rules BUT can never turn off validation rules?

Correct. You can choose to not run workflows and processes when using the Data Import Wizard. Neither the Data Import Wizard nor the Data Loader will ignore the validation rules unless there is some type of logic built into your validation rule logic that keeps it from firing. An example would be like if you had an "entry source" custom field that you set up and the value for "automated load" was excluded from the rule". Then you enter that value into your uploaded data so that the rule is not triggered. You can also choose to ignore certain users or profiles (like an admin) so that they are not subject to the rule.
