Hi! Need some help. Any idea why 'reduce order' button appear only for admin user in lightning?

I enable all neccery permissions to another user - but when logging in from a non-admin user, 'reduce order' visible only in classic and not in lightning (I added the button for both classic and lightning in the layout section)
