Opportunity Territories in Lightning 

I have (non-admin) users that are able to change an opportunity's territory assignment in Classic, but do not have the same ability in Lightning. Our sharing rules and their profile permissions seem to be set up correctly since they can make those edits in Classic. Is anyone else seeing this or have suggestions on how to fix it?
