is there a way in Communities to allow filtering (e.g., Type, tags, etc.) like the old classic portal file list?

Filtering by file type, file owner, create date, modified date will be available in Lightning in Spring. It's on @Eric Lerner 's plan to bring to Communities. He can confirm the timeline. We will not support filtering by tags however in Lightning or Communities.
The longer term goal is to also support filtering in topics & custom fields. Looping in Search PMs
