Is the expected behavior for Chatter Feeds to always default to the "Fewer Updates" regardless if a user changes the filter to All Updates?

Lightning Experience (Sales Cloud). I'm using standard components and I don't see that option. You would think that most people want the default to be Fewer Updates - but now getting questions about the system not "remembering" their preference and I can't figure out if it's that way by design or something else.
