I have created an New Opportunity quick action from the Contact Object. I have added it to the Lightning Action section of the page layout. It is not showing up on the Contact record page. Any ideas why not?

A couple things to verify:
- The test user doesn't have Create permissions on the Opportunity object (probably not the case)
- The page layout you added to is correctly assigned to the test user and record type
