If you simply look at the error message, it looks like the MySQL server is not starting, or it just couldn't connect due to permissions.
First, you might want to check if you can connect with another MySQL client.
And you might want to do some research from the MySQL side.
Also, if you have a forward proxy, you may want to check the proxy settings on your OS.
Tableau Desktop uses the OS (Internet Explorer) proxy settings.
