Note: This tool is only available in playgrounds. You won’t find it in your production Salesforce org.
Please, create new Trailhead Playground and from it start you org:
When Playground is created you can Launch him and open Apps - Playground Starter and when you paste this ID to the Package ID:

You can install this app.
