No Recipients Found in Public Groups while creating an Email Alert for Communicate Using the Action Element

Part of the Unit Exercise is to setup a new Email Alert and pick from a listing under Public Groups.

My version does not have anything listed under Public Groups and I have been unable to find an answer in the current help topics. I have completed all of the prerequisites for this.
