Users aren't able to insert email templates when sending emails because there is no Insert Email Template button visible.

In community site, moderator user is not able to insert email template. The insert email template button is not available. 

Steps to reproduce:

1.Login as moderator in to community.

2. Open any community user profile and click on email id 

3. Email composer opens up but there is no insert email template button.

Logged a case with salesforce but unable to resolve. Also tried the steps from below article but unable to resolve.
