In Summer 21 release notes, I noticed this particular change in Lightning Design System where all occurrences of '--' in LWC should be replaced with '_' as double dash notation is deprecated.

My question is whether this applies to Design Tokens in CSS files? (https://developer.salesforce.com/docs/component-library/documentation/en/lwc/lwc.create_components_css_design_tokens)

Hi Dale,
This change is not applicable to token varibales, applicable to style classes which starts with 'slds'. The reason for change from '--' to '__' is, system unable to compile user comments '<!-- -->' on the HTML side when '--' present in style classes.
