Has anyone created and implemented a Data Dictionary?  If so, please share:

1. Lessons learned.  What worked?  What didn't work?  Particularly in the initial development AND the initial adoption.
2. Any applications used to assist?  And, how?  (e.g. Spekit?  Configuration Workbook?  Elements.Cloud?  Others?)
3. WHO was accountable for creating and implementing it?
4. WHAT is in it?  Is it solely for the end-user?  Administrator?  Administration?  Combination?  All
5. Do you have a template you used?
