When clicking the Activate button on a new approval process, nothing happened in Chrome and Edge browsers. When opening up browser console, it showed the error "A different origin subframe tried to create a Javascript dialog. This is no longer allowed and was blocked. See ..link... for more details " According to the link, this went into effect July 22, 2021. Managed to workaround the issue by clicking the button in an old version of IE. The issue seemed to occur with other buttons that had a warning dialogue popup. Seems like classic admin interface may be due for some updates to accommodate this browser change.

This is an interesting one. It sounds like a Summer '21 release may have affected this so I would log a ticket with Salesforce as this sounds like a bug they can hopefully address. Are you able to activate the approval process in Lightning for the time being?
