For example we have two dates on an object: Plan Date & Actual Date. I'd like to have a report that lists records where the the actual date exceeds the plan date by X amount of days? Is there anyway of setting up a filter to represent this? Without having to create formula fields on the object?

Unfortunately No! You will have to create a Formula Field on the object say =
Plan_Date__c - Actual_Date__c
or so and then use that field in the Report!
