I would like to know how to solve this one.
One Project has one or many proposals.
proposal have 'final proposal' checkbox. But, Final proposal has only one.
So, If someone create new proposal and want to check final poposal checkBox.
1. can it come to checked 'true' on new one, and then old proposal has changed 'false' automatically?
2 (if not) Can I get an error message when I set the checkbox to true in a new proposal?
(ex. The final version already exists.)
or other suggestion?

a Validation Rule Formula can only compare the values in field on that Record or Record on Related Objects (not other Proposal Records)
You could try creating a Roll-Up Summary field on the Project Object that count the number of Proposals with 'final proposal' checkbox = TRUEThen add a Validation Rule like
Final_Proposal_Count__c > 1
