and In Page Layout editor, I have 7 buttons showing under Salesforce Mobile and Lightning Experience Actions (as shown)
BUT, those buttons never show when viewing an Account using that actual layout (as shown)
What could I be missing?

You may have dynamic actions enabled. Click edit page in lightning and check to see if you can add it that way by using the Add Action button.
