I have about 9200 leads in a CSV file.  There is nothing special in this file except that one field can be up to 31k characters and can contain embedded HTML.  That data is mapped to a RichText Field.  In total the file is about 66MB in size.

The data Wizard appears to upload the file to our sandbox, allows me the opportunity to validate the mapping and then proceede with the load.

Unfortunately this procedure only loads 1200 to 1400 each time I perform this process.  So...  I perform this process, wait for the confirmation e-mail showing the number of processed records, delete the number of processed records from the original CSV file as indicated in the e-mail and then repeat.

The e-mails do not indicate a failure of any kind.  Is there some sort of limitation I don't know about?  Why is there no failure?  It worries me that in a production environment a load may not properly complete but not report an error.

Data Import Wizard uses Bulk API in the background which has file size limit of 10MB. Think that's what you are hitting.
