how to send a mass email to employees

I have a custom object Projects and I'd like to send a New Project email to all our employees when a new porject record is created. How could I do this using a classic email tmeplate?

If I wanted to take this one step further and address each user in the email body. Like "Hey {user}, we've been awarded a new project."   How would I accomplish this?
