I am a bit nervous, I need to set up new roles as the business has changed around a bit, but the company does not want records hidden based on roles.
If I add the new roles all at the same level (see attached picture) the top half would we be if I layered it, but the bottom half is all the same level as the CEO. If I were to move everyone to roles on the same level as the CEO it should not hide or remove records from their view correct?

That totally makes sense and that is why it does work for us as a small flat org.
