Hi Jill - I'll assume you mean assignment violations in Field Service Lightning. If that is the case, no, I do not believe you will be able to report on them - it is a type of validation rule that prevents a record from being created/updated, meaning no actual data is being changed or altered.
There may be some custom coded options that a developer could use to capture and store these in a custom object, but as far as standard functionality, I do not believe this exists as a feature
