Hi,
You can create a time-dependant action from a workflow :
- click on the edit button on your workflow rule, in the workflow actions section
- click on the Add Time Trigger button in the Time-dependant workflow actions
- choose the date you want (date + 30 days)
- click on Add Workflow action button in the newly created section on the workflow rule page, then choose Outbound message
