I am building a Percentage complete formula field on the Opportunity object and its not working

The formula has a combo of Date fields, Checkboxes, open text and picklist. I have got the formula working correctly for everything but the picklist fields. It seems the formula is adding in values even when the field is blank. Here is a look at the picklist section of the formula. Maybe a couple of you smart guys and girls can take a look.

Yes I am using 27 fields in the formula but even when I put this bit in and change the 27 I am still getting 100% when everything is blank.

    Also, the way your formula was written, a Blank Picklist Field would return a 1 and a Picklist field with something selected would return a 0, so if that's not what you want you need to swap your Fromula Logic around
