Assuming that you are on EE/UE, your best bet here is a simple time-based workflow rule. You would set up an "on create" workflow rule on Campaign that fires for the campaigns you want notifications for. Then add a Time Trigger to send an email N (probably 0) days after the field on Campaign you're using to track "end date".
Alternatively, if "ended" for you means a Campaign status change, you'd set up the workflow rule criteria so that it only fires if the status is in the ended value.
