I am not sure if I understood your question correctly, in fact you can redirect to any page after the User clicks Submit and it depends on what URL you have specified in the retURL tag.
For eg: consider the Web-to-Lead script given below:<form action="https://www.salesforce.com/servlet/servlet.WebToLead?encoding=UTF-8" method="POST">
<input type=hidden name="oid" value="00D90000000iFNG">
<input type=hidden name="retURL" value="http://salesforce.com">
...........
The
underlined tag (aka the HTML Hidden Element named retURL) with a value set to the desired URL will allow Users to redirect to the concerned page after the User clicks the Submit.
