Logging in as an affected user, the homepage has no dashboard component and no 'customize this page' link.
It affects different profiles which all have the same home page layout. This layout is also used for the profiles that can see the dashboard, so I don't think it is page layout related. The profiles affected have the dashboard tab set to Default On and can see/refresh dashboards from the dashboard tab.
I have checked a different sandbox where these same users can see the dashboard; comparing the profiles I can't see any difference.
Before I raise a case, does anyone have any ideas of other things I can check?
