Validation Rule -Assistance Needed

I have two custom fields in my Account layout 

 

1. Targeted (checkbox)

 

2. Targeted Fit (Text Box 255) 

 

I'd like to have a rule  in place which would make the Targeted Fit field required IF the Targeted checkbox is True. S

 

I've tried a few variations with the Syntax but still can't seem to accomplish my goal.  I wonder if the Text Box type has something to do with it?

    I had the IF inserted instead of AND  before..
