You would need to create different Outlook configurations e.g. the sync directions in Salesforce are three i.e. Both ways, Salesforce to Outlook and Don't sync. Add your users to the appropriate configurations. While you are installing Salesforce for Outlook, the setup screen will show their respective configurations and sync direction for contacts, events and tasks.
