How do I add a user to receive a scheduled report?

Before the upgrade to Spring 14' I was able to add a new user to a scheduled report.  I had to first go into the report folder and 'edit' it to allow access to all users.  Then I would go into the report and add the individual user, save, then go back to the report folder 'edit' it and lock it down.  I can no longer do this.  When I go to add my user onto the report it doesn't bring the user up. Does anyone know how I can do this now?

    I’ve done this… 1. Change the report folder security to "This folder is accessible by all users, including portal users". Then create the report schedule and change the report folder back to it's original setting, HOWEVER, when I go to create or edit the report schedule it won’t allow me to add a user.
