Knowledge Only User Enablement

Question

We have Knowledge Only license enabled in sandbox and assign this license to users.  Artcle Management and Knowledge are available under customze my tab section but now displayed and getting error of insufficient priviledge when clicking on it.  I've been looking for an answer but there is no specific setup instruction is found. Custom app is set up.  Profile has Manage Articles general user permission checked.

Have you confirmed that the user profile has access to the article type?
