Hi Shanay,
If I understand your question correctly, you can associate leads a specific campaign that has already been created. There are a few way to do it. You can add a specific lead to a campaign on the campaign history related list (shown below), add members in the created campaign itself with the add members button, or make a report of the leads that you want included in the campaign and use the add to campaign button. One thing to note, once the lead is converted, the reporting gets tricky so try to get leads associated with campaigns before they are converted. I hope this helps.
