does a timebase workflow work off the Org default Time Zone?

Question

I want to create a time-base work flow that fires based on a Date/Teim field that would reflect Eastern Standard Tiime. Does the time-base workflow work off the Default Tiime Zone of the Org?

For example, if I create a workflow that fires one hour before my date/time field called "scheduler" which is set for 06/14/2013 8:55 AM. I want the rule to fire at 7:55 AM EST not 7:55 PST.

How do I know what time zone the time-based workflow is working from?

Salesforce evaluates time-based workflow on the organization's time zone, not the users'. Users in different time zones may see differences in behavior.
